Okay. I'm pretty much making this because I'm currently getting 99 fletching and think it'd be some use to any of you guys who may want it in the future.
This is the way I did 99 Fletching. EVERY BOW INVOLVES CUTTING AND STRINGNG. BUY THE (tree type here) LOGS + BOW STRING.

1-5 Arrow Shafts

Instructions:
Use Knife on Logs and select Arrow shafts, once you've turned all of your Logs into Arrow shafts (15 per log) you will have recieved .33 experience for 1 arrow shaft out of 15.
It's recommended that you just cut normal logs and avoid buying them, because 1-5 should take no more then a few minutes.

To cut a Maple shortbow(u) is 50 experience and stringing a Maple shortbow(u) is also 50 experience.
It's always recommended to cut your own Maple logs but buying is optional, 50-55 should take around 15-25 minutes. Stringing is optional.

To cut a Maple longbow(u) is 58 experience and stringing a Maple longbow(u) is also 58 experience.
It's always recommended to cut your own Maple logs but buying is optional, 55-65 should take around 20-25 minutes. STRINGING IS RECOMMENDED.

To cut a Yew shortbow(u) is 67.5 experience and stringing a Yew shortbow(u) is also 67.5 experience.

To cut a Magic shortbow(u) is 83 experience and stringing a Magic shortbow(u) is also 83 experience.
It's not recommended to cut your own Magic logs but buying is recommended, 80-85 should take around 2-3 hours. STRINGING IS RECOMMENDED.

To cut a Magic longbow(u) is 91.5 experience and stringing a Magic longbow(u) is also 91.5 experience.
It's not recommended to cut your own Magic logs but buying is recommended, 85-99 should take 1-2 weeks. STRINGING IS HIGHLY RECOMMENDED.

60-99 Adamant Arrows
It's recommended you buy Headless arrows + Adamant arrowtips. WARNING: Adamant arrowtips RARELY buy.

INSTRUCTIONS:
Withdraw all of your Headless arrows and Adamant arrowtips. Use the Adamant arrowtips with the Headless arrows and select "10 sets". You'll get around 150 Adamant arrows for 10 sets. 1 Adamant arrow is 10 experience.
OPTIONAL:
Buy Arrow shafts + Feathers and make the Headless arrows yourself.
